Editorial Policy

The principles that govern what the Journal publishes and how it is prepared.

Accuracy

Factual statements should be supported by reliable sources. Figures, dates, names and rules should be checked against the most authoritative source reasonably available. Where information is incomplete or disputed, we say so.

Clarity

We write in plain language, define technical terms and avoid presenting complex questions as simpler than they are. Headlines and summaries should reflect the substance of the article they describe.

Fairness

We aim to represent people, organizations and viewpoints accurately and in context. Where an article makes a significant criticism of a named party, we seek to give that party a reasonable opportunity to respond.

Sourcing and attribution

We prefer primary sources, including government publications, official program documents, statutes, regulations and statements from the organizations concerned. Information drawn from other publications or research is attributed, and links are provided where practical.

Editorial independence

Editorial decisions are made on editorial grounds. Advertisers, sponsors and other commercial parties do not review or approve editorial content before publication and do not determine editorial conclusions.

News, analysis and opinion

Each article is labeled with its format so readers know what kind of work they are reading.

News, explainers and guides

Report and explain facts, rules and developments, without advocating a position.

Analysis

Interprets facts and evidence to explain what a development may mean. Analysis is grounded in reporting and identifies where judgment is involved.

Opinion

Argues for a point of view. If the Journal publishes opinion, it will be clearly labeled and kept distinct from news and analysis.

Conflicts of interest

Contributors should avoid covering matters in which they have a personal or financial interest, and should disclose potential conflicts to editors. Our Ethics Policy describes these expectations in more detail.

Updates and corrections

Articles may be updated when new information becomes available; significant updates are noted with a date. Material errors are corrected transparently, as described in our Corrections Policy.
